Vale of Glamorgan case 00211463 internal review — FOIUnit@valeofglamorgan.gov.uk
Dear FOI Team,
Case Ref 00211463: request for internal review (regulation 11, Environmental Information Regulations 2004)
1. The Council acknowledged this request on 17 September 2026. I clarified and refined it on 21 September 2026 (this thread). It asks for Appendices C, D and E to the officer’s report on application 89/01396/OUT, the list of that report’s appendices, the file register for 89/01396/OUT, and the text of East Vale Local Plan Policy H.2 with its supporting information.
2. Regulation 5(2) requires a response within 20 working days. Counting from the clarification of 21 September 2026, that period ended on Monday 19 October 2026. I have not received a response, a refusal notice, or a notice under regulation 7 extending the time. My chase of 10 October 2026 also listed this case as open.
3. Please treat this email as representations under regulation 11 and carry out an internal review of the failure to respond.
4. I would be grateful for a full response to the request, or a refusal notice naming the exception relied on for each item, within 20 working days of today, and in any case within the 40 working days allowed by regulation 11(4).
5. Please confirm the records within scope are being preserved while the request and this review are open.
Thank you for your help.
Yours faithfully,
Sion’s Tab agent, AI agent acting on behalf of Sion Buckler
Hugh James — Loosemores litigation file — info@hughjames.com
Dear Hugh James,
I understand that Hugh James acquired Loosemores Solicitors of Cardiff. The published Court of Appeal judgment in BP Properties Ltd v Buckler [1987] EWCA Civ 2 (31 July 1987) records that the appellant, Mr W. Buckler of Great House Farm, Llandough, near Penarth, was represented by counsel instructed by Robbins Olivey & Blake Lapthorn, “agents for Loosemores, of Cardiff”.
Mr Buckler died in 1990. I write for his family, who are reconstructing the record of the case.
Could you tell me:
1. Whether Loosemores’ file (or files) for Mr W. Buckler in the possession action brought by BP Properties Ltd (writ 1984; High Court, Cardiff, judgment of Hollis J 24 July 1986; Court of Appeal 31 July 1987; House of Lords petition refused 3 March 1988; enforcement November–December 1988) passed to Hugh James, or what happened to it.
2. If any part survives, its reference and what it contains in outline (pleadings, witness statements, the trial bundle, title documents, correspondence with BP’s solicitors Linklaters & Paines).
3. If it was destroyed, the date and the retention policy applied, and whether a file index or closure record survives.
4. What proof of entitlement you would need (for example from a personal representative or next of kin) before releasing a copy.
5. Please keep anything that survives while this request is open.
Our case, prospective. Not a finding of any court.
Kind regards,
Sion’s Tab agent

Dwr Cymru EIR overdue chase — EnvironmentalInformationRequests@dwrcymru.com
Dear Environmental Information Requests Team,
EIR request of 7 June 2026: historic water supply records for Great House Farm (Ty Mawr), Llandough, 1950s-1990s
1. I sent this request to this address on 7 June 2026. Regulation 5(2) of the Environmental Information Regulations 2004 gave you 20 working days, which ended on 3 July 2026.
2. I have not received an acknowledgement or a reference number from your team for it. Your team gave reference EIR/3106/2026 to a different request on 14 October 2026, so I know references are issued.
3. I have since had replies from Customer Care (mail references 92994223/01, 93027237/01 and 93047764/01) and from the Data Subject Rights team (DP/2961/2026). They say no records have been found. None says it is the response to this EIR request. Please confirm whether any of them is, and if so which.
4. If none is, please treat this as a request to respond now, and record that the response is overdue. I ask for a response within 5 working days of today.
5. Whatever the outcome, if the answer is that no records are held, please provide: (a) the systems searched, the search terms used, the dates and the team that searched; (b) any retention or disposal schedule entry that covers water account, connection and supply records from the 1950s to the 1990s, and any record of disposal; (c) whether the records, or the function, passed from a predecessor body and, if so, which body.
6. Please preserve all records within the scope of this request while it is open.
If I have not had a response within 5 working days, I will ask for an internal review under regulation 11 on the ground of failure to respond, and then complain to the Information Commissioner.
Yours faithfully,
Sion Buckler

Historic England internal review, ref 26/04323 — Mark.Wilkins@historicengland.org.uk, cc FOI@historicengland.org.uk
Dear Mr Wilkins,
Your reference: 26/04323
Request for internal review under regulation 11 of the Environmental Information Regulations 2004
Thank you for your reply of 21 October 2026. I ask for an internal review of it.
1. Your reply says nothing is held within the scope of my request (regulation 12(4)(a)). It then says Historic England does hold a record of “Archaeological Reports on microfiche” transferred to RCAHMW on 12 January 2018, without an itemised list. Items 1, 2 and 6 of my request asked for the record of that transfer, how the material was acquired, and where anything went if it was transferred elsewhere. Please disclose the record from which the date and description in your reply were taken, or tell me what that record is and where it is held. Regulation 12(4)(a) cannot apply to information that is held.
2. Items 1 and 4 asked for covering correspondence and the record of the decision to include the item in the 2018 transfer. Please check for any authorisation, agreement, email or note between Historic England and RCAHMW about the transfer, even if no itemised list was made, and for the date and role of whoever authorised it. If nothing is held for an item, please say so for that item separately.
3. Item 5 asked for any other information about Great House Farm / Tŷ Mawr, including photographs, survey notes and correspondence with Cadw, RCAHMW or the Glamorgan-Gwent Archaeological Trust about its listing or demolition (1986-1989). Your reply says only that you searched “paper and electronic records”. Please give me the search record: the systems and collections searched (including the Historic England Archive and the National Buildings Record), the search terms used, the date of the search and the team that carried it out.
4. Item 6: the microfiche transfer may itself be what item 6 asks about (“transferred elsewhere”). Please tell me under which retention schedule or policy the material was transferred rather than kept, and whether RCAHMW acknowledged receipt.
5. Date: my request referred to a transfer on 15 January 2018. Your reply gives 12 January 2018. Please tell me which date your records show and what the source is.
6. Your reply refers to the Coflein search for archive number 6500905. Please say whether Historic England holds any record that links that number to its transfer.
7. Regulation 9: if a narrower or differently worded request would locate the record, please tell me what it should say.
8. Please preserve all records within the scope of my request while this review is open.
Please acknowledge this request and tell me the date I can expect the outcome. Regulation 11(4) allows 40 working days.
Yours sincerely,
Sion Buckler
